Do You Need a Rental Car in Zagreb?

Updated October 20, 2026 · 5 min read

A blue tram passes ochre and cream façades on a broad Zagreb street

No: for a Zagreb-only break, a rental car is more nuisance than help. The Upper Town, Lower Town, Dolac Market and the central museums fit a walking-and-tram itinerary, while parking adds zones, time limits and another bill. Buy a car only for the days you leave the city. It becomes useful for an early, self-paced trip to Plitvice and Rastoke, or a wider Croatian road trip. If that is your plan, compare Zagreb rental cars and price the whole booking, not merely the headline daily rate.

Why the city works better without one

Zagreb’s visitor centre is compact. Ban Jelačić Square, Dolac Market, the Stone Gate and much of the Lower Town are close enough to connect on foot. The tram is the practical fallback when the next stop is farther away or legs are tired.

ZET’s official fare table lists a daytime ticket valid for 30 minutes at €0.53 when bought before boarding and a day ticket at €3.98. That makes public transport hard to beat for a couple staying centrally. A taxi or app ride can cover an awkward late journey without committing you to a car for the whole stay.

Parking is the stronger argument against hiring. Zagrebparking lists Zone I at €1.60 per hour with a two-hour limit, and Zone II at €0.70 with a three-hour limit. The exact street and block matter, and the registration number must be entered correctly. A car that sits unused while you explore on foot is not buying freedom.

When the answer changes

A car starts to earn its place when Zagreb is a base rather than the whole holiday. Plitvice and Rastoke are the clearest case: you choose the departure time, can stop in the watermill village before the lakes and are not tied to a group. It also makes sense if this is one stage in a route through Croatia and you would hire the same car anyway.

Do not assume that every excursion needs one. Ljubljana and Lake Bled involve an international border and a long day; a guided departure removes navigation and parking from the equation. Plitvice also has guided trips with the park ticket included. Compare the real alternative before paying for several idle rental days.

The answer by traveller

  • A couple on a two- or three-night city break: no car. Walk, use trams and pay for the occasional ride.
  • A family with a small child: usually no car in central Zagreb. A vehicle helps with child equipment and day trips, but parking and fitting the correct child seat are extra tasks. Request the seat from the rental company and verify it before leaving.
  • A solo traveller: rarely economical for Zagreb or a single guided day trip.
  • A traveller without a driving licence: nothing essential in the centre is lost. Choose public transport and organised excursions.
  • A multi-stop Croatia trip: often yes, but collect the car when the road trip begins rather than on arrival.

Airport collection or city collection?

Airport collection can be convenient if you land and drive straight out of Zagreb. If your first days are in the centre, travel into town without a car and collect it later. That avoids paying rental and parking charges for a vehicle you are not using.

Compare the airport and city-office opening hours, one-way fees, deposit, fuel policy and the cost of any additional driver. A cheaper daily rate can lose once those items are added. The airport transfer guide explains the bus, taxi and private-transfer choices if you postpone collection.

Our recommendation

Stay car-free for Zagreb itself. Hire only for the road-trip section, preferably from the morning you leave the city until the evening you return or continue elsewhere. For the most obvious self-drive day, use the Zagreb–Rastoke–Plitvice route guide. When you are ready, compare cars, excess and fuel policies for Zagreb.
